Abstract
    The flood risk management approach recognizes that we cannot stop all floods from occurring and should also consider how to manage the consequences of flooding, beyond the structural engineering solutions. It requires a multi-disciplinary approach in which technical measures are integrated with economic, environmental, social and governance measures. The latter is provided by the concept of resilience. Yet, some challenges still exist to bring resilience into daily flood risk management practice. This paper contributes to these challenges and elaborates on opportunities and bottlenecks to bring resilience into practice based on a review of the flood risk management in three case studies in Europe: Flanders (Belgium), Niedersachsen (Germany) and Calabria (Italy). This research frames in the CRUE ERANET funded project called FREEMAN and focuses on three resilience components: institutional interplay, flood management tools and risk communication strategies. Resilience is considered as a powerful tool for flood risk management in a changing world.
