Abstract
    The presentation will discuss a large flood planning project called the Hawkesbury-NepeanFloodplain Management Strategy. This strategy was implemented by the New South Wales StateGovernment between 1997 and 2004 to deal with the potential evacuation of between 40,000 and60,000 people. The total budget for the strategy was AUD$57million. My role was as the projectmanager for the flood emergency planning for warning and evacuation, which was allocated abudget of AUD$10.5million from the total budget. During the project I developed a conceptualmodel for analysing the time dynamics of a flood evacuation operation. The model considers howthe time-frame of all of the elements of an evacuation operation can be estimated. These elementsinclude; flood prediction timing, mobilisation of emergency resources, warning of the community,and the movement of evacuation traffic along the identified evacuation routes. My model also usesa graphical representation of these estimates in the form of a time line diagram.I will briefly profile the Hawkesbury-Nepean Floodplain Management Strategy, then explain thetime line modelling, and also demonstrate the visual tools we have developed to show the results.
